I think that an open bracket is not finished thus should not be considered a phrase. The way it is now is right. leaving it open should show all results.

There are some sites that put the quotes/brackets around the search terms entered from other sites I think. Do you see what I mean?

searches within quotes are phrase match NOT exact match, square brackets surrounding the search term are exact match.
